Animation software

What is a good animation software to start off with? so i want to start trying some cartoon animation, i prefer a free software but wouldn't mind spending a couple bucks on it (200 max, even that maybe pushing it on a experiment) , keep in mind i would be figuring it out by myself or with whatever tutorials i can find on say youtube or the internet, any recommendation's?
